Biography

Eula Jean Spears, Ms Ed, BSN, RN, has more than fifty years of nursing and education experience in multiple health care settings, including hospital inpatient and outpatient, local and state public health departments and public health and nursing education programs.  Ms. Spears has extensive experience in public health practice, health administration, program consultation, policy development, legislative initiatives, and leadership institutes.  In 2010, Ms. Spears retired as the assistant dean for practice and service for the UK College of Public Health but continues as a member of the faculty.  Prior to joining UK, Ms. Spears served as the Kentucky Department of Public Health’s (KDPH) administrator for continuing education for fifteen years; she provided continuing education units for public health professionals in many disciplines. As the KDPH's manager for education/training, she provided public health service education to 1200 public health nurses in Kentucky's 55 local health departments. Ms. Spears served as project coordinator for the Kentucky Health Interview and Examination Survey as well as directing the 1999 Governor's Conference in Public Health. Ms. Spears led the effort to develop the Public Health Transition Training Initiative. With a budget of $2 million, this strategic initiative provided education and training to more than 9,000 health professionals.  This Initiative focused on developing the competency of the public health workforce and building the health care infrastructure for public health practice in Kentucky.
