Chief Operations Officer, Population Health Services, Banner Health
Silvia Parra (Tohono O’odham) is the COO for the Population Health Services Organization in Banner Health’s Insurance Division, in Phoenix, AZ, supporting AHCCCS and Medicare Health Plans. Silvia has worked with Mel and Enid Zuckerman College of Public Health students on Internship programs that have focused on American Indian Health Policy. A special student project developed and published a Provider Guide to improve coordination of care for tribal members.
Previously, she was the Chief Administrative Officer for the Tohono O’odham Nation overseeing health, education, public safety, and tribal government operations. Also, with the Tohono O’odham Nation Executive Office, Silvia served as the Executive Director of Health and Human Services. In this role she administered P.L. 93-638 programs with the Indian Health Service, Bureau of Indian Affairs, Arizona State Programs and other US Department of Health and Human Services Programs. Silvia worked with the Indian Health Service and Tribal Government to secure a Joint Venture Agreement where the tribe built and equipped an Ambulatory Clinic that was staffed and operated by the Indian Health Service. Through direction and resolution of the Tohono O’odham Nation, she administered and completed a Bi-National Tribal Community Health Assessment with assistance from the CDC. Silvia has actively participated in Indian Health Service workgroups representing the Tucson Area and has developed her course material to facilitate an understanding of industry operations within the Indian Health Service.
